PELI Leadership Index
The Procurement Executives Leadership Index (PELI)
PELI is PXC's proprietary framework for assessing procurement leadership performance and organisational impact.
PELI was created to help procurement leaders evaluate whether procurement is positioned to support the realities companies face today — not only operationally, but strategically.
The framework focuses on procurement's contribution to:
- Commercial performance
- Sustainability
- Resilience and supply continuity
- Leadership capability
- Organisational maturity
- Long-term competitive advantage
Why PELI Was Created
In many companies, procurement is still evaluated primarily on operational performance and cost savings.
At the same time, procurement leaders are increasingly expected to influence:
- Business resilience
- Supplier access and dependency
- Sustainability and compliance
- Growth and scalability
- Risk exposure and continuity
- Executive decision-making
This often creates a gap between expectations and organisational reality.
PELI was created to help identify and structure that gap.
The purpose is not only measurement.
The purpose is to create a stronger foundation for executive dialogue around:
- The current situation
- The desired future position
- And what must change to close the gap
The Three PELI Pillars
PELI is structured around three connected dimensions of procurement leadership.
Commercial Performance
How procurement contributes to competitiveness, supplier performance, value creation and long-term business performance.
Sustainability
How procurement supports sustainability priorities, regulatory requirements and responsible supplier management.
Resilience
How procurement strengthens supply continuity, optionality, supplier relationships and the organisation's ability to manage uncertainty.
How the Framework Works
The PELI framework includes:
- 13 key performance dimensions
- 65 structured performance questions
- Multiple maturity levels from Basic to Best Practice
- Strategic recommendations linked to identified performance gaps
The framework is designed as a structured self-diagnosis tool for procurement leadership teams.
Strictly Confidential
PELI is designed as a confidential leadership reflection and assessment framework.
Assessment results are only visible to:
- The participating company
- The PELI administrator
Results are never shared with third part or across companies.
There are no public rankings, benchmarking lists or external visibility connected to the assessment.
This confidentiality is essential to creating honest reflection and meaningful discussion.
Designed for Executive Dialogue
PELI was created to help procurement leaders build a stronger and more structured dialogue with executive management and boards.
The framework helps organisations discuss:
- Where procurement stands today
- What future role procurement should play
- Which organisational gaps currently exist
- What capabilities, structures or leadership changes may be required
The ambition is not only to assess procurement performance.
The ambition is to strengthen procurement's voice in strategic and executive-level discussions.

Reflection and Support
PELI is designed primarily as a self-diagnosis framework.
At the same time, participating organisations may choose to use PXC and the PELI framework to support further reflection, workshops and leadership dialogue around identified gaps and priorities.
The process is intentionally practical, strategic and discussion-oriented.
PELI Within PXC
PELI is integrated into Procurement Executives Community (PXC) as part of the broader think tank environment.
The framework supports:
- Leadership reflection
- Strategic dialogue
- Organisational discussion
- Long-term procurement development
The ambition is to create a more serious and executive-oriented conversation around procurement leadership and organisational capability.
